It’s classified as an eco-bag because it’s biodegradable and reusable, unlike plastic ones etc (not that plastic ones aren’t recyclable….you get my point) :p

I’ve got this bag / it folds up into a little pouch.
I’d guess it’s called an eco-bag mainly because it is the kind of lightweight foldable shopping bag that you are supposed to take with you when shopping so you can use that instead of accepting a plastic carrier bag, thus cutting down on the number of plastic bags that ultimately end up in landfills.
