Right, after several comments saying the pigment is low on the NARS palettes, I’ve re-swatched using a different brush. In the first post, I used a very soft brush to try not to disturb the palette too much so I am not sure it was the most accurate representation – I’ve used a different brush this time so you can see the pigment, while not intense, is completely fine.
It is literally the difference between a harder and a softer brush.
